During the old times, the most elegant way to travel through the rain was by rickshaw or by kago... but these services were very expensive. Of course, the elegant wagasa was more affordable, but wagasa was difficult to use by workers or by people transporting large objects.

So, the most preferred rain protection was a conic straw hat (kasa) and a straw raincoat (mino), like the ones you can see in today's photo. Made from straw or seaweed, mino wasn't impermeable, but presented the advantage of keeping the moist away from the body...
