For 31 years, the Seichō building was main hall of the Kōdōkan complex, the largest han (feudal domain) school in the Edo period.

After shogun Tokugawa Yoshinobu gave up power in 1867, the school was closed and he was confined inside the Kōdōkan. Several years later, at the beginning of the Meiji Restoration, the school was permanently closed due to the introduction of the modern school system.
