An old Japanese saying states that people from Kyoto are overspending on clothing and people from Osaka are overspending on food... So obviously, you will find a lot of great places to eat in Osaka. Until now, my favorite is the Takimi-Koji gourmet street, an interesting "street" located at the first basement of the Umeda Sky Building. Takimi-Koji is actually the replica of a 1920s street from Osaka, with restaurants, small shops and traditional decorations like the Tengu mask from the photo... and I enjoyed here not only good food but also a romantic atmosphere suggesting the early Shōwa period.
